Anil Madhav Dave: Introduction to an Environmental Heitness

Anil Madhav Dave (6 July 1956 – 18 May 2017) was the Rajya Sabha member of the Bharatiya Janata Party from Madhya Pradesh and Minister of State for Environment, Forest and Climate Change in Government of India. He was born in Ujjain (Badnagar). His father was Madhav Dave and Mata Pushpa Devi.

Anil Madhav Dave i.e. ‘Javali’, a tacticist who took the iron of his vision and management capacity in a not six elections in Madhya Pradesh, with the fires to overthrow the government of Digvijay Singh. प्रदेश संगठन का नेतृत्व बदलता रहा, वह भी तब जब चुनाव की कमान उमाभारती के बाद शिवराज के पास जाकर बदलती रही, जिनके विरोधाभासी व्यक्तित्व के बावजूद अपनी योग्यता के दम पर दवे दोनों के साथ चुनाव में समन्वय बनाने में सफल रहे। ‘जावली’ से निकला चुनावी नारा आज भी लोगों के जेहन पर छाया रहा, जब 2003 में मिस्टर ‘बंटाधार’ का जुमला कांग्रेस के लिए परेशानी का सबक बना। आखिर शीर्ष नेतृत्व खासतौर से मोदी ने उनकी सुध ली और विलक्षणता को पहचाना। प्रधानमंत्री ने उन्हें अपनी कैबिनेट में शामिल कर वो सम्मान दिया जिसके वो हकदार थे और सूबे की राजनीति में उन्हें दूसरों से अलग रखता था।हाल ही में राज्यसभा के लिए एक बार फिर नवाजे गए दवे का दबदबा अब दिल्ली की राजनीति में देखने को मिला। जिनके खाते में उपलब्धियों के नाम पर बहुत कुछ है, लेकिन संघ के इस निष्ठावान और समर्पित स्वयंसेवक ने जो धमाका किया है उसका असर मध्यप्रदेश की राजनीति में देखने का इंतजार रहेगा। ऐसे में सवाल खड़ा होना लाजमी है कि सांसद रहते मध्यप्रदेश की राजनीति में अभी तक उपेक्षा के शिकार हुए अनिल माधव दवे की यह नई पारी बीजेपी की अंदरूनी राजनीति खासतौर से सूबे की सियासत में क्या गुल खिलाती है, जहां से पहले से ही सुमित्रा महाजन, सुषमा स्वराज, उमाभारती, नरेन्द्र तोमर, थावरचंद गेहलोत जैसे दिग्गज दिल्ली में अपना दबदबा बनाए हुए हैं। प्रकाश जावड़ेकर पहले ही मंत्री बनकर राज्यसभा में मध्यप्रदेश से भेजे जा चुके हैं। दूसरी ओर दिल्ली में संगठन की राजनीति में कैलाश विजयवर्गीय सबसे पॉवरफुल महामंत्री के तौर पर अमित शाह की टीम का हिस्सा बने हैं तो प्रभात झा राष्ट्रीय उपाध्यक्ष हैं। दवे की गिनती ऐसे चिन्तक और विचारक के तौर पर होती है जिन्होंने खुद चुनाव नहीं लड़ा, लेकिन माइक्रो मैनेजमेंट के दम पर कईयों को चुनाव जिताकर विधायक, सांसद बनवाने में बड़ी भूमिका निभाई।

सरकार के खिलाफ मोर्चा खोलते हुए ‘जावली’ को अस्तित्व में लाया गया, जिसकी कमान अनिल दवे के हाथों में थी, जिसका मकसद विधानसभा 2003 में उमाभारती की अगुवाई में बीजेपी की सरकार बनाना था, जिसमें बंद कमरे की रणनीति से लेकर चुनाव प्रबंधन के मोर्चे पर पार्टी को अपनी क्षमता का आंकलन करने पर मजबूर किया। इससे पहले विभाग प्रचारक रहते हुए 1999 में वे परदे के पीछे तक सीमित रहे, जब उमाभारती ने भोपाल से लोकसभा का चुनाव लड़ा था। इस बीच समय के साथ बीजेपी की अंदरूनी राजनीति में समीकरण बदलते गए, लेकिन जब चुनाव आते खासतौर से लोकसभा और विधानसभा तो यह चेहरा पार्टी की जरूरत बनकर सामने आता रहा और सरकार बनने के बाद गुमनामी में खो जाता। हाल ही में एमजे अकबर के साथ अनिल दवे को मध्यप्रदेश से राज्यसभा में भेजकर पार्टी ने उनकी योग्यता को जरूर सलाम किया। इससे पहले प्रतिष्ठा से आगे जब पद और सम्मान की बात होती तो यह शख्स पीछे रह जाता। बावजूद इसके विधानसभा और लोकसभा के तीन-तीन चुनाव से आगे बढ़कर अनिल दवे ने ‘नर्मदा समग्र’ से जोड़कर जिस मिशन से खुद को आगे बढ़ाया उसने उन्हें नई चुनौती से जुड़े कुछ अलग कर दिखाने का मौका भी दिया चाहे वो ग्लोबल वॉर्मिंग से जुड़ी शोध हो या फिर विश्व हिन्दी सम्मेलन और सिंहस्थ की सुर्खियां बना वैचारिक महाकुम्भ तो दवे ने बीजेपी के शीर्ष नेतृत्व ही नहीं बल्कि संघ के चिन्तकों को भी यह सोचने को मजबूर कर दिया, क्या अनिल दवे का पार्टी और देशहित में और बेहतर उपयोग किया जा सकता है। सिंहस्थ जिसे नई पहचान देने की आवश्यकता प्रधानमंत्री मोदी ने वैचारिक महाकुम्भ के जिस मंच से जताई मेजबान के तौर पर उसके हीरो शिवराज सिंह चौहान जरूर रहे, लेकिन दवे ने जिस तरह इस इवेन्ट में संघ को साधा उसका नतीजा आज सामने है।

In the era of Modi-Shah, Anil Dave’s ability was reluctant even if late, but in the era of Advani, when the National Council’s meeting was called in Indore in the crown of Nitin Gadkari, among the veterans in which Modi was involved as the Chief Minister, Anil Dave’s presentation was in the US headlines, who kept the responsibility of social surroach while living in politics, at the top of his priority, which is seen by linking to the Union’s agenda and now BJP was also up.

It is not an unsolicited political-destruction to be the Minister of State in the Modi-government of the BJP in the centre of Anil Madhav Dave, but part of the process of taking shape of the hero in the public life, which he had imagined himself in his book - Shiwaji and Suraj. Anil has expressed himself in the literal conversion of moods of building statue in the book, expressing that every hero who has led in any field in the religious, political, social, business society has a statue that causes the concepts of the person’s thoughts, behaviors, judgments and their societies.
