Instructions for ensuring strict compliance in the time frame of Chief Minister Crop Loan Waiver Scheme to the divisions and collectors

Bhopal: The State Government has instructed the Chief Minister to make sure that the guidelines have been issued from the division and collectors regarding implementation of the crop loan waiver scheme are strictly followed in the deadline. The implementation of the scheme will be carried out in collaboration with all departments, corporations, circles and bodies of the field staff. At the district level, the Collector will be responsible for the implementation of the Chief Executive Officer, District Panchayat Scheme at the Section level. Special campaign for seeding of crop loan account at the loan provider institution/bank branch of farmers benefitted from eight January today

The instructions have been stated that the Collectors appoint the Gramwar Day for each Bank Branch/Committee to guide the farmers in the Bank Branch/Committee for necessary coordination and basis seeding to the Government Staff. The work will continue till 5th February 2019. In each Gram Panchayat Office and Bank Branch Committee, select the potential eligible farmers for Aadhaar seeded crop loan accounts from green list and non-base seeded white list portal. Display green and white list of all bank branches/committees of the service area of all concerned Gram Panchayat before 25th January.

After the list is published/explored, the application form of green from the farmers of the base card seeded list (green list) and the application form of white color from the farmers of the non-base card seeded list (white list) will be obtained in the Gram Panchayat Office. In urban requisitions, the application form will be made to be obtained so that farmland borrowers in urban areas can submit the application in urban bodies. Farmers whose names are not in both lists Or to submit the pink application form to the Gram Panchayat for claim-in-account for errors in those lists.

The green, white and pink application form is being printed in sufficient number by the Department of Agriculture and provided on the District Headquarters till the morning of 13th January. These applications will be arranged for proper number of Gram Panchayat wise and Bank branches.

In each Gram Panchayat Office, the secretary of Gram Panchayat and Gram Employment Assistant as well as the nodal officer of the nodal level from class-3 will be levied as a nodal officer. which will receive the application form in the Gram Panchayat Office by 5th February. The receipt of the application form will be issued by the nodal officer and will indemnify each of the applications.

On 26th January 2019, the list of applicants who are filled with green, white and pink application form will be read by that date in Gram Sabha. Also, farmers will be able to read the names which are named green or white in the list but they have not submitted the application form till January 25. From 27th January 2019 to 5th February 2019 that has not been filled with the application will be arranged to obtain the application form. The data entry of the received application form will be made on the portal. The information will be reported to the farmer from SMS as soon as the information is uploaded to the portal. Copy of any data entry will be made by the collector to provide the applicant to the farmer.

Applications received in Gram Panchayats from five February to 10 February will be inputted to Data Entry Centre. Portal information will be accessible to banks. Verification of loan account information of the Portal, Aadhar Card certification will be undertaken. If the Aadhaar is not authenticated in nationalised bank accounts, it will be issued by the Nationalised Banks through the UIDAI portal. The basis of loan accounts of cooperative banks will be made through the Authentication User Agency (AUA) authorized by the Authentication User Agency (MAP-IT.

The portal will have a provisional claim display, allowing all bank branches/committees to obtain such claim information. Also, they may object to such a term claim. The provisional claim will be arranged to be entered if any objections to the Bank Branch/Committee Portal from February Ten to February 17. The account not objectionable will be submitted for testing and recommendation before DLC. Verification and authentication of data under the supervision of DLC from 18 February to 20 February. The allotment will be sought by the District Collector by the District Collector on the basis of the approved lists for payment by the District Level Implementation Committee on 21st February. Option to be duly uploaded on the portal will be given to the bank branch when the farmer’s claim objection is validated by the concerned bank branch on pink application forms.

Bais will be credited from the district level through DBT (RTGS/NEFT/NACH) to the farmers continuously benefitted from February. The SMS portal will be paid to the farmer at the registered mobile number at the time of payment.

The farmers who will benefit in this scheme will be given the loan liberation certificate. In addition to providing benefits in the scheme, farmers who have been tracked by the outstanding on 31st March, 2018 or partially dated 12th December 2018 will be given ‘Kisan Hon’ble Letter’. The distribution of loan liberation certificates and farmer honor papers will be in public programs. List of farmers availing benefit in each bank branch and the concerned Gram Panchayat will be displayed.

State Government promises to complete crop loan waiver

The state government has played promises from farmers by fulfilling the promise of implementing the crop loan waiver scheme. Detailed guidelines have been issued for effective implementation of the Scheme by the Department of Farmers Welfare and Agriculture Development today after the scheme has been approved by the Ministerial Council. The amount will be credited to the crop loan account of the eligible farmer from the State Fund from the Direct Benefit Transfer System under the scheme. Under the scheme, farmers taking crop loans from Cooperative Bank, Regional Rural Bank and Nationalized Bank will be benefited as per eligibility limit of Rs 2 lakh.

The basis of eligibility of crop loan waiver

All the farmers who have entered into the regular loan account in the event of March 31, 2018 as the outstanding amount of crop loan provided by the loan provider institution and the farmers who had a regular outstation loan in March 31, 2018 and will also be given the benefit of the scheme by December 12, 2018 which has paid a loan in full or partially.

The short-term crop loan provided by the loan provider entities for crop yields defined by the Reserve Bank of India/NABARD under the scheme was taken on or after an April 2007, or after which the loan provider has been taken from the institution, the crop loan which has been declared non-performing asset (NPA) for the cooperative banks in the event of March 31, 2018, the farmers who have paid the benefit of the scheme in the event of March 31, 2018 or the declared crop loan is fully or partially repaid by December 12, 2018.

MADAD- Resident farmers in Madhya Pradesh, whose agricultural land is located in Madhya Pradesh and have taken short-term crop loans from the bank branch of the loan provider institution located in the state or have taken short-term crop loans provided by primary farming committees and farmers whose crop loans have been reestablished due to natural calamities as per RBI/NABARD guidelines.

Category of Appreciation

The scheme will not include farmers who have been distributed by companies or other corporate entities, irrespective of the credit provider entities, taken by the group of farmers The crop loan taken by crop loan, farmer producer company or farmer producers institution (FPO) has been credited with gold mortgage.

Priority order of banks

The priority order of banks will be Cooperative Bank, Regional Rural Bank and Nationalized Bank, while prioritizing small and marginal farmers. To avail the scheme, farmers will need to be made Aadhaar number seeding and appraisal in crop loan accounts. Farmers who do not have Aadhaar number seeding in crop loan accounts will be given an opportunity for this purpose.

Continuation / Applicability for the Scheme

MP, MLA, District Panchayat Chairperson, Chairman of Municipal/City Panchayat/City Corporation/Mahapur, Chairman of Agriculture Produce Mandi, Chairman of Cooperative Backs, Corporation constituted by the Central and State Government, Board or Chairman of the Board and Vice President of all Income Tax Payer, Government of India and all Government Officers/Employers of the State Government and Officers/Employees working in their Corporation/Circle/Economic Institutions (except for Group Employees), Rs 15,000/- p.m. or more Pension Recipient (except Ex-Servicemen) dated 12th December, 2018 in GST (GST) and ex-reg.

The eligible farmer will be eligible for self-certification scheme. The State Level Implementation Committee will be authorized to make changes or improvements to the list of deletion/inductance and for rationalization of the loan.

MP will prepare online portal

The portal will be prepared by MP Online for implementation of this scheme. The portal management will be undertaken by the Department of Farmers Welfare and Agriculture Development in collaboration with the competent technical institution. Under the supervision of the District Collector, all nationalised banks located in the district, Regional Rural Bank (RRB), Crop Loan Waiver of Cooperative Banks from the portal of Regular Outstanding Loans of the above period and the basis of NPA/Kalatt Loan card green lists of seeded loan accounts and white lists of non-base card seeded loan accounts will be initiated in each Gram Panchayat and on Patel at the concerned Bank Branch from 15th January 2019.

Application Process

On the basis of the list publication, the application form of green from the farmers of the base card seeded (green list) and the application form of white color from the farmers of the non-base card seeded list (white list) will be obtained off-line in the Gram Panchayat office after the list is printed in Gram Panchayat. The right to object or claim the information displayed in the green or white list will be to the farmer. The concerned farmer has to fill the pink application form. The details of the three types of applications (green, white and pink) filled by farmers will be given at the Village Sabha meeting on 26th January 2019. Farmers who have not completed the application form till January 26

For this work, the secretary/gram employment assistant of Gram Panchayat will also be subordinated by the District Collector to the Government Staff (Unimportant level from Class III). The Chief Executive Officer (Janpad Panchayat) in each development section will be responsible for the implementation of the Scheme. Farmers whose names are in non-base card seeded list (white list) will also have to go to the concerned bank branch and make the base card seeding. Aadharcard seeding will be done in each bank branch/ committee from January 15, 2019 to February 05, 2019. किसान द्वारा जिस ग्राम पंचायत की सीमा में कृषि भूमि हैं, उस ग्राम पंचायत में ऑफ-लाईन आवेदन पत्र जमा कराया जाएगा। नगरीय क्षेत्र में स्थित कृषि भूमि होने पर संबंधित नगरीय निकाय में आवेदन पत्र जमा कराया जाएगा। आवेदन पत्र में आधार कार्ड की छायाप्रति तथा ऋण प्रदाता संस्था राष्ट्रीयकृत बैंक अथवा क्षेत्रीय ग्रामीण बैंक होने की स्थिति में संबंधित बैंक शाखा द्वारा प्रदत्त बैंक ऋण खाता पास बुक के मुख्य पृष्ठ की प्रतिलिपि संलग्न करना अनिवार्य होगा। सहकारी बैंक अथवा प्राथमिक कृषि साख सहकारी समिति (PACS) से ऋण की स्थिति में बैंक ऋण खाता प्राप्त बुक की आवश्यकता नहीं होगी। यदि किसान की कृषि भूमियाँ अनेक ग्राम पंचायतों में हैं तो उसे एक ही ग्राम पंचायत में (जिसमें सामान्यत: निवास हो) समस्त कृषि भूमियों के लिए फसल ऋण की जानकारियाँ एक ही आवेदन पत्र में जमा करनी होंगी। प्रत्येक ऑफ लाईन आवेदन पत्र जमा करने की रसीद ग्राम पंचायत (नगरीय क्षेत्र की सीमा में कृषि भूमि होने पर नगरीय निकाय) द्वारा आवेदक को प्रदान की जाएगी।

समस्त ऑफ लाईन आवेदनों का कलेक्टर द्वारा प्रत्येक ग्राम पंचायत में अथवा कलेक्टर द्वारा जिले में निर्धारित केन्द्रीकृत या विकेन्द्रीकृत स्थलों पर डाटा इन्ट्री का कार्य पोर्टल पर दिनांक 26 जनवरी 2019 से किया जाएगा। नियत शासकीय कर्मचारी द्वारा ऑफ लाईन आवेदन से पोर्टल पर इन्ट्री का सत्यापन करने उपरान्त ही पोर्टल पर संबंधित ऑफ लाईन आवेदन की जानकारी अपलोड की जाएगी। जानकारी पोर्टल पर अपलोड होती ही SMS से किसान के मोबाईल पर आटोमेटेड रूप से सिस्टम द्वारा सूचना भेजी जाएगी। कलेक्टर पोर्टल के ऑन लाईन आवेदन की प्रतिलिपि भी आवेदक को उपलब्ध कराएंगे। जिन किसानों ने ऑफ लाईन आवेदन में आधार कार्ड नंबर या ऋण बैंक खाते का नम्बर नहीं दिया है, उनके आवेदन पत्र की पूर्ति हेतु पृथक से समय दिया जाएगा।

Provisional claim will be recorded on the portal

Verification and authentication of on-line application forms will be carried out by Bank Branches on the portal of Aadhaar Card and/or Bank Account Number. The portal of UIDAI (Unique Identifcation Development Authority of India) will be envisaged in verified and authenticated bank accounts. Aadhar card approval will be made by the concerned farmer at the Bank Branch, notified on the registered mobile number when the UIDAI portal is not approved.

The concerned bank branch/committee will be responsible for the farmer’s information of the base card is in accordance with the bank records and the name, the name of the father-in-law, the base card is administered in the name of the village. The Bank branch/committee will also be tested by whether the details of the received green and white applications match the information available in the Bank branch/committee. Where this information does not match, the Bank will check the Branch/Committee briefly.

The Provisional Claim Portal will be submitted by the Bank Branch/Committee on the Provisional Claim Portal of the amount from the Government as per the policy of the Government after data verification/certification. Other related bank branches/committees through the portal will receive such claim information. Any Bank Branch/Committee shall object to the said term claim (Provisional Claim) on the portal within 07 days. Any subsequent claim of the concerned Bank Branch/Committee shall not be valid if not objected in the due period.

Verification and authentication of data under the supervision of the District Level Implementation Committee and DLCC shall be approved as per the Rules after disbursement of claims/s to the provisional claim list of different loan providers taken on each basis card. Pink application forms will be transmitted by the District Collector to the concerned Bank Branch/Committee and dismantle the concerned Bank Branch/Committee after testing. One Time Settelment (OTS) will be finalized by the State Government on NPA/Black Loan.

After computation on the portal, the district level implementation committee and the district will be sent by the district collector, farmer welfare and agricultural development in the prescribed form. Budgetary allotment by the Department of Agriculture will be provided to the Deputy Director, Farmers Welfare and Agriculture Development. The amount will be credited through DBT (RTGS/NEFT/NACH) to the farmer benefited by Sub Operator, Farmers Welfare and Agriculture Development, after receiving approval from the District Level Implementation Committee. Suggestion to be paid to the farmer at registered mobile number at the time of each payment

Farmers will get ‘Kisan Respect’

Regular Outstandingloan/NPA of the farmers who have the respective Bank Branch/Committee after receipt of payment/The timeless loan will be adjusted, they will "Loan Discharge Certificate" The signature will be made available. In addition to providing benefits in the Scheme, the farmers who have been retaliated by the date 31st March, 2018 or partially dated 12th December, 2018 were fully retaliated by the farmers.Farmer Respect Letter will be awarded. The loan liberation certificate and farmer honor papers will be distributed through public programs. List of farmers will be displayed after each Bank Branch and the benefit to the concerned Gram Panchayat. The State Level Implementation Committee shall be authorized to amend the prescribed implementation process or change the proposed dates.

Training will be conducted for all concerned officers and employees for smooth implementation of this scheme. The District Level Implementation Committee shall have all rights to make circular and regulatory decisions in respect of implementation of the Scheme.
