What is Right to Information? Under the right of information, any citizen of India, any public authority or under its control, which any documents may observe the #authors, these records may obtain an authentic copy of the #documents, where the information is stored in a computer or other device, may obtain such information as a flue#discipate#tape or video casssette. At the same time there is also provision to take authentic samples of the material under this right.
Who can be asked for information? Information may be sought from any Government Office under this Act. Also, information may be sought from the Autonomous Rule or Body or Institution, which is established or constituted by the Constitution or by the law made by Parliament or by the State Legislature, or by the notification or order issued by the Government. Information may be sought from such entities as grants from the Government or any of its entities as grants or otherwise financially funded by an annual turnover of fifty percent or Rs. fifty thousand, whichever is lower.
Fees prescribed for obtaining information- The Right to Information (Feace and Appeal) Rules, 2005 has been made by the State Government to obtain information under this Act, published in the Gazette dated 10th November, 2005. The prescribed fee for obtaining information is as follows: -

Special provisions for the person below poverty line- The person below the poverty line is exempted from all other charges (noted as mentioned on the above index-7) except the charge of the verified sample (notified on the above index-7). Thus, the person below the poverty line can receive all other information free of charge except the verified sample and also exempt from the application and appeal fee.
Procedure for obtaining information- Every Department of State Government has nominated Assistant Public Information Officer/Lok Information Officer and Appellate Authority in their subordinate offices. To obtain information, the person who has to obtain information related to the office shall have to apply the public information officer of the office clearly mentioning the information sought. The contact address in the application form should be clearly indicated. The fee prescribed with the application form can be deposited in the form of non-judicial stamp or in the office concerned if the applicant wants to inspect the records or seek a certified sample, the clear mention will be made in the application. The applicant will be informed of the cost of information on receipt of application by the Public Information Officer. The applicant will be provided information by the Public Information Officer on the cost of information in cash related office or as non-judicial stamp. The Public Information Officer has to provide information to the applicant within 30 days, but the period between the date of submission of the amount is included in the above calculation.
Punishment on not providing information- If the application is refused by the Public Information Officer, the information is not reported within the time frame or disobedience is refused to inform or intentionally misleading, incomplete or misleading information or the information is deleted, the Public Information Officer may be punished by the Information Commission under such circumstances. The penalty can be up to Rs 25000 per day of Rs 250 per day. Further, the Information Commission may also recommend the State Government for disciplinary proceedings under the Service Rules for the above acts of the Public Information Officer.
