What was the Finance Minister Nirmala Sitharaman for Farmer, Majfar, Middle Class?

The second installment of the package of Rs 20 lakh crore declared on behalf of Prime Minister Narendra Modi to relieve the sluggish economy and common people due to the lockdown due to the coronavirus was carried out on Thursday. Finance Minister has announced announcements for Overseas Workers, Ferrariwals, Small Businesses and Farmers and Middle Class. Nirmala Sitharaman said that farmers will be given cheaper loans through a farmer credit card, the migrant workers have been decided to give free ration for 2 months. The Houting Loan Subsidy Scheme for Middle Class has been extended for one year. Providing cheap rental houses for urban poor and migrant labourers has also been announced.

Assistance of Rs 2 lakh crore through Kisan Credit Card
Loan of Rs. 2 lakh crore will be given to 2.5 crore farmers at a discounted rate. Special campaign will be run for this. Fishers and animal husbands will also benefit.

Rs 30 thousand crore to farmers through NABARD
Farmers have worked hard and produced in agriculture season. Additional facility of Rs 30 thousand crore to benefit small and marginal farmers. It is in addition to Rs 90 thousand crore of NABARD. This money will be given to governments through cooperative backs. It will benefit from 3 crore farmers.

Rs.6,000 crore in Campa Fund
To create employment opportunities and Rs. 6 thousand crore will be provided under the Campa Fund for rural, tribal areas. This will lead to increased plantation, greenery.

Subsidy Scheme on Hawjing Loan A Year Enhanced
Housing Loan Subsidy Scheme brought in 2017 for an annual income middle class of Rs. 6-18 lakh to promote the housing sector has been extended upto 31st March 2021. For this, a package of Rs 70 thousand crore has been given. 2.5 lakh people will benefit in one year. This will benefit from the Houting sector and create new jobs.

Loan up to 10 thousand to Rehri Patrikas
The Finance Minister Nirmala Sitharaman said that the government will bring a loan plan in a month for Rehri, Patri, Ferriwals. Under this, loan assistance of Rs.5 thousand crore will be given to 50 lakh borrowers. They can easily avail a loan of up to Rs 10 thousand. They can resume their work after the Taki Lockdown is over. Incentives that will be paid from mobile will be given incentives and will be able to avail additional loans in the coming time.

Interest Relief in Currency Infant Loan Scheme
Interest relief of Rs.1500 crore will be given under the Mudra Infant Loan Scheme. One lakh Rs 62 thousand crore has been given under it. This will benefit 3 crore people.

Cheap rental homes to urban poor
Under the Pradhan Mantri Awas Yojana, the Government will bring Rental Housing Scheme for Overseas Workers and Urban Poor. Homes will be created for rentals on PPP models, in which they can stay in low rent. So that they can stay in the city by spending less rent. Incentives will be given to the industrialists who will build such houses on their land. The work will also be done together with the State Governments.

Free Ration of Workers
For the next two months, all migratory workers will give 5 kg per person wheat or rice and one kilogram per family without card. This will benefit around 8 crore migrants. It will cost about Rs 3500 crore. The entire cost of the Central Government will be taken.

One Nation One Ration Card
One Nation One Ration Card will be implemented by August 2020. This will benefit 23 states to 67 crore people. 83 per cent beneficiaries of the PDS scheme will join this. Up to March 2021, 100 percent of the beneficiary will be added. In any corner of the country, people can take a ration from a reasonable price shop with their ration card.

Government will give minimum salary to all from Labour Code
Nirmala Sitharaman said that only 30 percent employees get minimum salary. Minimum salary will be fixed for all employees under the government working on Labour Code. The difference in minimum salary will be eliminated in all states. ESIC facility will be implemented in all districts of the country for all institutions with more than 10 employees. Institutes with less than 10 employees can join ESIC voluntarily. All employees will have to undergo a health test once a year. Permanent employees will get gratuity benefit only in one year, just after 5 years of service.

Earlier Finance Minister reported recent work
Finance Minister Nirmala Sitharaman said that 3 crore farmers have availed Loan Moratorium facility on loans worth Rs 4.22 lakh crore. Also discount on interest, Incentive on crops has been extended to 31 May 2020. Also 25 lakh new farmer credit cards have been issued. The loan limit will be Rs.25 crore.

63 lakh loans were sanctioned in March and April month in rural areas, which is about Rs 86 thousand 600 crore. Cooperative Bank has a significant role in the village. NABARD has released Rs 29 thousand 500 crore in March 2020. Rs 4200 crore for Rural Infrastructure are given upto March 2020.

The Central Government has exempted state governments to use State Disaster Response Fund to provide food and food to migrant labourers. The Central Government has given Rs.11002 crore in this fund. The person is being eaten three times a day. 12 thousand self-help Samhu has made 3 crore masks and 1.20 lakh liters of hand sanitizers. Money portal will now be launched for Self Help Group in the whole country after Gujarat. There are 72 thousand new groups in two months.

14.6 crore person’s day work under Manrega has been till 13th May. So far, Rs 10 thousand crore has been spent on this. 2.33 crore people have been worked in 1.87 lakh Gram Panchayats. 40-50 percent workers have increased compared to May last year. The wages have already been increased from Rs 182 to Rs 202.

Earlier on Wednesday, Finance Minister Nirmala Sitharaman had launched the relief package for the MSME sector. Also, taxpayers and jobpayers were also recommended for people. The Finance Minister Nirmala Sitharaman said that the Collateral Free Loan of Rs. three lakh crore will be given to the MSME of Rs. 20 lakh crore to bring down the slow economy on track due to the coronavirus and transform this crisis as an opportunity. Along with the change in the definition of MSMEs, the range of medium enterprises has been increased to Rs 100 crore.

वित्त मंत्री ने एमएसएमई की परिभाषा में बदलाव, ढ़ांचा गत और आवास क्षेत्र की परियोजनाओं को पुरा करने लिए ठेकेदारों और डेवलपर को बिना हर्जाने के छह माह का अतिरिक्त समय देने, टीडीएस और टीसीएस कटौती की दर में चौथाई कमी करने, आयकर रिटर्न जमा करने का समय नवंबर तक बढ़ाने , ईपीएफओ अंशदान में सहूलियत की भी घोषणा की। इन उपायों से नकदी का प्रवाह बढ़ने और कारोबार में आसानी की उम्मीद है। पहले चरण का पैकेज मुख्यत: छोटी मझोली इकाइयों पर केंद्रित है। इसमें एमएसएमई क्षेत्र के लिए बिना गारंटी के तीन लाख करोड़ रुपये की कार्यशील पूंजी उपलब्ध कराने और गैर- बैंकिंग वित्तीय कंपनियों (एनबीएफसी) और आवास वित्त कंपनियों (एचएफसी) को और अधिक नकदी उपलब्ध कराने के उपाय जैसी कई घोषणायें शामिल हैं।

वित्त मंत्री निर्मला सीतारमण ने बुधवार को कल क्या-क्या ऐलान किए थे

  1. इस अभियान के तहत एमएसएमई के लिए तीन लाख करोड़ रुपए का कोलेट्रल फ्री ऋण देने का प्रावधान किया गया है। यह ऋण चार वर्ष के लिए होगी और पहले एक वर्ष मूलधन का भुगतान नहीं करना होगा। इसके तहत 100 करोड़ रुपए के कारोबार वाले एमएसएमई को 25 करोड़ रुपए तक का ऋण मिलेगा। बैंकों और एनबीएफसी के लिए शतप्रतिशत गारंटी कवर मिलेगा। यह योजना 31 अक्टूबर 2020 तक उपलब्ध होगी।
  2. इसके साथ ही एमएसएमई के परिभाषा में बदलाव किया गया है। एमएसएमई की नई परिभाषा में माइक्रो उद्यम में एक करोड़ रुपए तक का निवेश किया जा सकेगा और इसके कारोबार की सीमा पांच करोड़ रुपए होगी। इसी तरह से लघु उद्यम में 10 करोड़ रुपए का निवेश किया जा सकेगा और इसका कुल वार्षिक कारोबार 50 करोड़ रुपए का होगा। मध्यम उद्यम में 20 करोड़ रुपए तक निवेश होगा और इसका कुल कारोबार 100 करोड़ रुपए तक का होगा।
  3. तनावग्रस्त एमएसएमई की मदद के लिए 20 हजार करोड़ रुपए का प्रावधान किया गया है। इससे ऐसे एमएसएमई को लाभ होगा जो एनपीए या नतावग्रस्त है। इससे दो लाख से अधिक एमएसएमई को लाभ होगा। एमएसएमई में 50 हजार करोड़ रुपए का निवेश किया जायेगा जो बेहतर कारोबार कर रहे हैं। उनके लिए 10 हजार करोड़ रुपए का फंड ऑफ फंड की स्थापना की जायेगी। इससे एमएसएमई को शेयर बाजार में सूचीबद्ध कराने में मदद मिलेगी।
  4. 31 जुलाई 2020 और 31 अक्टूबर 2020 तक भरे जाने वाले सभी आयकर रिटर्न की अवधि 30 नंवबर 2020 तक बढ़ा दी गई है। इसके साथ ही 30 सितंबर तक भरे जाने वोल कर आडिट रिपोर्ट की अवधि भी 31 अक्टूबर तक बढ़ा दी गई है।
  5. पांच लाख रुपए तक के सभी लंबित रिफंड जारी किय जा रहे हैं। अब तक 14 लाख से अधिक रिफंड जारी किय जा चुके है। 30 सितंबर तक की आंकलन तिथि को बढ़ाकर 31 दिसेबर 2020 और 31 मार्च 2021 तक की तिथि को बढ़ाकर 30 सितंबर 2021 कर दिया गया है।
