The payment scheme is being implemented by the State Government in order to give appropriate value to the farmers of the state. The scheme aims to ensure farmers get a minimum support value of agriculture yield and provide safety cover to farmers from deterioration of inventory rates. In this scheme, farmers will be paid to farmers on sale of crop yields marked by the farmers in the field, model selling rate declared by the State Government and the amount of difference of minimum support value declared by the Centre.
Registration of farmers from one to 30 September
Payment Scheme is being implemented as Pilot Scheme for Kharif 2017. The scheme has harvested soybeans, peanuts, sesames, ramitals, corn, peanuts, Ords and trumpets. For this, the registration of farmers will be made on the payment scheme portal from one September 2017 to 30 September 2017. At the time of registration, the base card number, the bank account information and the mobile number will be given. After registration, the farmer will be given the Unique ID number. The period of sale for soybeans, peanuts, sesames, ramitals, maize, peanuts and turkeys under the scheme will last from 16 October 2017 to 15 December 2017. The period of sale for the Tuor will last from 1st February 2018 to 30th April 2018.
Model Sales Rate Average of Model Rate of Madhya Pradesh and Two Other States
The model sales rate will be calculated average of the model rate of Madhya Pradesh and two other states. Two other states for soybeans, Maharashtra and Rajasthan, Moungafli, Gujarat and Rajasthan, Orissa for Sesame and Chhattisgarh, West Bengal for Ramital and Rajasthan, Karnataka for Maize and Maharashtra, Moung for Rajasthan and Maharashtra, Ord for Rajasthan and Uttar Pradesh and Tuor for the model selling rate of Maharashtra and Gujarat states.
The benefit of the scheme will be on sale of agricultural products produced in Madhya Pradesh to the registered farmers in the notified mandi complex. The benefit of the scheme will be given to the extent of production based on average productivity based on crop harvesting experiments of past years in the district. The scheme will be paid to farmers eligible by Madhya Pradesh State Cooperative Marketing Association and Madhya Pradesh State Civil Supplies Corporation.
Calculation of model selling rate
The scheme provides for calculation of the amount payable to farmers. According to the sale rate of the notified crop sold by the farmer at the Mandi Committee Complex shall be transferred to the farmer’s account if the model declared by the State Government exceeds the sales rate, the minimum support value and the amount of difference of sale value by the farmer will be transferred to the farmer’s account. Similarly, if the sale rate of notified crop sold by the farmer in the Mandi Committee complex was reduced by the model selling rate declared by the State Government, the minimum support value and the difference of the model selling rate will be transferred to the farmer's account.
Grants on Keeping Yield in Licensee Warehouse
Farmers registered in the scheme will be given grants to the farmer for sale of their yields on suitable market sentiments and to keep agricultural yields in the licensed warehouse to encourage timely harvests. The State Government has decided that the warehouse rent will be given to the farmers after the sale period prescribed in the Bhattar Payment Scheme from one May to 30 August 2018 and for soybeans, peanuts, ramitals, maize, mung and Ord by one January to 30 April 2018. The Committee shall be constituted under the chairmanship of the Chief Secretary at the State level for monitoring the implementation of the Scheme and under the Chairmanship of the Collector at the District level.
The contract slip issued after sale in the Mandi, the number of farmers on weigh slip and payment leaflets will be entered. The information received will be recorded by the Mandi Committee on the portal of payment scheme. Agricultural products purchased through the deal sheet will not be eligible in the scheme.
