Chief Minister Shri Chauhan gave amendments to farmers Bhopal: Friday, May 1, 2020,
Bhopal: Chief Minister Shri Shivraj Singh Chauhan said that the Government of Madhya Pradesh has made several amendments to the Mandi Act aimed at giving the farmers a greater value of their yield. Now, the farmers will be able to sell their crops to private traders as soon as they are at home. They will not have the obligation to go to the floor. Also, they will also have the option to sell the crop and sell their crop at support price by visiting Mandi. Shri Chauhan said that we have tried this in the interest of farmers by making more competitive arrangements.
Shri Chauhan was informing the amendments made to the farmers in the Mandi Act through video conferencing in the Ministry. On the occasion, Minister of Public Health and Family Welfare and Home Affairs Shri Narottam Mishra, Minister for Farmers Welfare and Agriculture Development Shri Kamal Patel, Minister of Water Resources Shri Tulsi Silawat, Minister of Tribal Welfare Ms. Meena Singh and Additional Chief Secretary Shri K.K. Singh Chief Secretary Agriculture Shri Ajit Kesari were present.
Farmers will be able to sell from home, Fruit, Vegetable
The Chief Minister said that now the merchants will be able to go to the house of the farmers or purchase their crop on the farm. There will be a license for the entire state. Traders will be able to buy crops anywhere. He told that we have also implemented e-treading arrangements, which will be available to Dham farmers of all the country’s pavilions. They will be able to deal with in any of the countries where their crops get more prices.
Good results of the deal leaflet arrangement
Chief Minister Shri Chauhan reported that this time we have implemented the deal sheet arrangement in the state. Through this, the merchants are buying from farmers from their own crop house. About 80% of the purchase of pavilions have been made through the purchase deal sheets and the farmers have also gained a good value of their yield. We have amended the Mandi Act due to the results of this experiment being positive.
09 out of the provisions of 02 already implemented, 7 adopted
Chief Minister Shri Chauhan reported that the Government of India was given an option to adopt or amend the prevailing act by sending the Agriculture Produce and Live-Stoke Management Act 2017 (IPLM) model Mandi Act states. The High-Level Committee of the Chief Ministers constituted with the aim of drafting the Roadmap to implement the Act stated in its draft report that if the States want to amend their existing Mandi Act, they have to amend it by incorporating at least 7 of the provisions of IPLM. Two of the provisions of IPLM in Madhya Pradesh are already applicable. Therefore other 07 provisions have been implemented in the state now through modification of the Mandi Act.
This is the former 2 Provisions
Chief Minister informed that there are two provisions already applicable to IPLM in the state. The first provision is that the agriculture yield in the entire state will be charged only at the time of purchase for the first time. Subsequently, the periodic charges will not be levied in the postoperative purchase process throughout the state. The second provision is that the regulation of the marketing of fruits and vegetables i.e. fruits and vegetables are excluded from the scope of the Mandi Act.
The law has been amended on the remaining seven provisions.
Chief Minister Shri Chauhan reported that now seven new provisions have been included in the Mandi Act. These are:
- Provision for setting up of pavilions in private sectors.
- The warehouses, silo cold storage, etc. will also be declared as Private Mandi.
- Provision of purchase directly yield to food processors, exporters, wholesale vendors and end users from gram level outside of Mandi from farmers.
- There will be no intervention in the work of private bodies of Mandi committees.
- Provision of Management Operator Mandi Board to be isolated regulatory powers and to be given to operator marketing.
- Provision of trading merchants from the same license throughout the state.
- Provision for Training.
