Mahatma Gandhi said in 1946, "The bread for those who are hungry is God. The National Farmer Commission was formed to deeply understand the problem of agriculture on 18th November 2004 and prepare the way of progress of farmers by deepening this statement. The chairman of this commission was Dr. MS Swaminathan, the Director of Agriculture Scientist and Green Revolution. So it is known as Swaminathan report.
The Commission had recommended that farmers should be given at least 50 per cent of the cost of their crops. The farmers across the country are on roads to implement the same recommendation. But even after making the most promise, this recommendation was not implemented by the Government of Congress nor the BJP government of the present.
The BJP promised its declaration at the time of the 2014 general election that they would add 50 percent to the price of the decisions. But when the Government responded to an RTI Activist PP Kapur from the court of Haryana that they cannot apply it.
The Commission had handed over a total of five reports to the then UPA government in 2006 with its many important recommendations, after talking to India’s top agriculture organization, accountants and farmers for about two years. The report has not yet been fully implemented after the ten years of regret have been passed.
The report has been broadened primarily on the pricing policy and the debt policy. The former JDU president and Rajya Sabha MP Autumn Yadav on it says, "There is a recession of the Swaminathan Commission that will give a one-and-and-half dynam by adding the cost of the farmer over the year.
This government has set a hand in the Samprem Court that we cannot give it a price. Those who are in government jobs have been increased by 150 times and only 21 times in 70 rains of the farmer. The farmers of the country may not find their greed as long as they do. This complete mechanism is the anti-cultivator of 70 Baras. Any hope from this mechanism is useless. ""
"The governments will not do this because the policy of these is to reduce food inflation, so you have to keep the food price low and this means that it has to suffer directly to the farmer. So I would like to say that the government has the intention that the farmer is out of farming. ""
At present, the institution under the Ministry of Agriculture decides the minimum support value of the Central Government decisions on the recommendation of the Agricultural Cost and Price Commission. The Government says that the minimum support value (MSP) by the Swaminathan Commission was rejected by the Government on this basis as the objective norms are considered by MSP’s recommendation on the farm cost and value of the concerned components by the Commission.
"The system that is the system of farming by the Agricultural Cost and Price Commission," says Sompal Shastri, former Agriculture Minister. It is irrational on an economic basis and not on any scientific basis. ""
"Every governments who are in power are always set to take into account the economists advocating economic policies, corporate and free markets that have no information about the landmark that faces poverty every day." If we want farmers in the country to be saved, then the Swaminathan report should be implemented immediately. ""
The report suggests that there is no need to get the right price of the crops, the invalidity of the mandy, the right order of water, not to get curses on time, the incompleteness of land reform is the main factor in the problem of the farmers. At present, Swaminathan says that farming is a life-giving industry and it is very sad that the farmer of our country ends his own life.
